Partial closure order for flats over defecation

Police have obtained a partial closure order for an entire 10-storey block of flats over "horrendous" anti-social behaviour including defecation in communal areas and drug use.

The order, obtained by Avon and Somerset Police, means that for three months only residents, their authorised visitors and approved personnel can enter Berkeley House in the Snow Hill area of Bath.

It marks the first time such an order has been granted against an entire apartment block in the Bath and North East Somerset area.

Director of Housing at Curo Housing Association Andrew Snee said: "The level of anti-social behaviour that some residents have been subjected to is horrendous and completely unacceptable."

The order was granted on Wednesday at Bath Magistrates' Court and followed "an escalation of incidents over the past six months", according to police.

Anyone found in breach of the order could face six months in prison and/or an unlimited fine.

Other issues included people rough sleeping in communal areas, the littering of drug paraphernalia including used needles and violence, threats and intimidation against residents.

Caretaking staff also reported feeling unsafe, police said.

'Truly shocking'

Anti-Social Behaviour Coordinator at Avon and Somerset Police Justyna Domalewska said: "The drug-related anti-social behaviour at Berkeley House has been a constant source of distress for residents, most of whom are vulnerable tenants, elderly people and families with young children.

"The unsanitary conditions of the communal spaces were truly shocking, reducing residents' sense of safety and impacting their health and wellbeing.

"Some people felt too scared to leave their flats due to the intimidating and aggressive behaviour of the unauthorised occupants.

"The closure order aims to restore peace and give residents the respite they deserve."
