Persistent fly-tipper fined for year-long spree
West Northamptonshire CouncilA persistent fly-tipper has pleaded guilty to dumping rubbish on six separate occasions across a town over the course of a year.
Maria Irina Notar, 25, from Countess Road, Northampton, was ordered to pay costs and fines totalling more than £3,200 by Wellingborough Magistrates' Court.
West Northamptonshire Council, who brought the prosecution, said that between July 2024 and July 2025 Notar had left piles of rubbish on East Street, Northampton, the area where she had previously lived.
It said during its investigation that she "failed to communicate or engage with the Environmental Crime Team", adding that fly-tipping was "totally unacceptable".
On 22 September, Notar admitted six offences under Section 34(2A) of the Environmental Act 1990 for failing in her duty to ensure waste from her property was transferred to an authorised person.
The details have only just been released by the council.
Notar was fined £615, told to pay a victim surcharge of £246 - and was ordered to pay the council's costs of £2,364.
West Northamptonshire CouncilReform UK councillor Andrew Last, cabinet member for HR, corporate and regulatory services, said: "This case sends a warning to local residents who may be tempted to fly tip and a reminder to those looking to deposit their waste that even if you hire someone to take it away, you remain legally responsible for it and could be liable for a fine or prosecution if it ends up being illegally deposited.
"We would encourage residents and businesses to report fly-tipping to us via our app or the website so we can investigate."
