A plan to invest £6.7m in the National Water Sports Centre has been announced by Nottinghamshire County Council.
The authority, which runs the facility, also said Serco Leisure is its preferred bidder to manage the site at Holme Pierrepont.
It said it needed private financial support to run the centre after Sport England relinquished the lease in 2009.
It is hoped the plans would secure the facility's long-term future and boost the local economy.
'Crown jewels'
The council said the centre was costing it £350,000 a year to run, which would increase to £800,000 a year when the contribution from Sport England ended in 2013.
The authority said it will be contributing £1.6m to the total investment, with the rest coming from Serco and other sources.
Improvements to the main building, gym facilities and campsite, are scheduled to be made within two years of the contracts being signed.
A new family climbing activity centre has also been planned.
Councillor John Cottee, culture chairman at the council, said: "The National Water Sports Centre is one of Nottinghamshire's crown jewels."
