UK government borrowing costs have been rising, to near thirty-year highs. The Government will need to find the money to pay back its loans, plus interest, which may make it harder for ministers to do other things, like cushion the blow of the high cost of living. The new Prime Minister Andy Burnham has talked of trying to give people "breathing space".
