With some counting still to go, Reform UK has reached the 28 seats needed for a majority on Calderdale Council.
Reform councillor Dan Sutherland says people in the area "are desperate for change".
He says the party, which he is expected to lead in Calderdale, will "start on our agenda for change" at a meeting on Saturday.
A total of 54 seats are up for grabs in this year's election, with Sutherland confident of even more Reform gains.

It's a late one in Huddersfield!
With a small number of seats still to declare, Kirklees Council is heading towards no overall control.
Reform UK will be the biggest party, with 23 seats so far, and independents are on 12.
Labour is yet to win a single seat.
The Labour Party, which has ruled exclusively in Wakefield since 1974, is virtually wiped out.

With 18 results still to come in Kirklees, Reform UK has stormed ahead - winning 22 of the 51 seats declared so far.
Independent candidates, who won all three seats in Batley West in the last few minutes, are the next biggest winners, taking 12 of the seats declared.
The Conservatives and the Greens are on six seats each, the Liberal Democrats five, while Labour is yet to win anywhere. 35 seats are needed for an overall majority.
