Natasha Granville and Scott Bowhay, who live on Clittaford Road, say they were "right on top" of where the device was found on the building site in Southway on Wednesday afternoon.
The couple say they managed to find somewhere for their children to go, but due to having a dog, are waiting for the local authority to find them accommodation.
Natasha says they did consider staying in their house, which she knows other have done, but for safety reasons they left.
"It's better to be safe than sorry," she says.

The police knocked on their door at about 03:00 BST this morning, but they missed it and woke up to a letter through their door telling them to evacuate.
When they woke up, Scott says they could see the teams going into the building site and sandbags being taken in on the back of lorries.
“But mostly it was people leaving, making their way out and trying to find somewhere to stay," he explains.
