Russia and Ukraine report alert apps cyber-attacks

Ukraine blamed the attack on Russia. But Moscow swiftly claimed that an app belonging to its Emergencies Ministry had also suffered what it called a massive cyber attack. It warned that Russians had begun receiving emails containing fake information.
