What would it take for Africa to make its own Covid-19 vaccines?

The United States has called for the temporary lifting of patent protections for coronavirus vaccines. Advocates of the move say it would increase global vaccine production, but drugs manufacturers argue it won't necessarily have that effect, and say it strips financial rewards from cutting-edge drug developers. The other side of the argument is that health is everyone's wealth, and not just that of large companies or wealthier populations. But should the relaxation come about, will African countries take advantage?
