The President of Uganda, Yoweri Museveni, has joined an anti-corruption march in the capital city Kampala. But as president of the country, shouldn't he be the best placed in trying to root out a problem that has seen Uganda scoring consistently at the lower ranks of corruption indexes worldwide?
