3. Sarah's Law
After Sarah's body is found, Sara Payne wants to turn tragedy into a force for change. Inspired by Megan's Law and backed by Rebekah Brooks, she begins the fight for Sarah's Law.
The body found is confirmed to be that of Sarah Payne. After 17 days of hope, Sara Payne has to accept that her daughter is not coming home. Crowds of people drive to the area where the body was found, turning it into a public shrine.
With the police now focused on the hunt for Sarah's killer, Sara remembers a documentary she has seen about Megan's Law — a law that gives parents in the US access to information about convicted sex offenders living in their area. Talking with News of the World editor Rebekah Brooks, she sees an opportunity to create a similar law, Sarah's Law, in the UK. Many people are critical of the idea, but the News of the World prepares a provocative campaign that will ensure that the battle over the public's right to know the whereabouts of convicted sex offenders explodes into the open.
