Well after BBC Newsline's exclusive news last week about gas and electricity bill cuts that was the question as the Finance Minister, Nigel Dodds, unwrapped his budget package. And it emerged there was one budget gift worth £15 million - 100,000 households will each get £150 pounds by way of a one off fuel poverty payment.The money will go to the households that need it most. Our consumer correspondent, Martin Cassidy, examines that winter fuel payment - and who will get it.
