they should pay back DOUBLE they must have nown what they was doing

It seems to me that Hogg and others suspected that their claims were 'risky', or why else bother to have them 'scrutinised' by a third party. Therefore they must have had doubt in their minds anyway.Maybe this was to enable them to blame others for their excessive claims in 'error'.
