In 1939 the second world war started, it was mainly England v Germany. Germany wanted more land so they started the war. Then Germans came and started to bomb England.
So England started to black out all of the windows at night with heavy curtains and blinds, so as not to present any target to passing German bombers. Street lamps and even vehicle head-lamps were forbidden and special wardens patrolled the street to make sure everyone complied.
