	<title>Watching the detectives. What we learn when the police investigate their own</title>

An old adage that many of us should heed, especially as your best intentions may backfire.&lt;BR&gt;&lt;BR&gt;When &lt;a href=&quot;https://bbclatestnews.pages.dev/programmes/b01nj43s&quot;&gt;Inside Out airs tonight (19:30hrs Monday, 22 October 2012)&lt;/a&gt; it will be the second case in which we reveal how a police force, trying to root out rogue officers, ends up shining a light uncomfortably brightly into its own affairs.&lt;BR&gt;&lt;BR&gt;Back in 2010 we reported on the case of &lt;a href=&quot;https://bbclatestnews.pages.dev/news/10581584&quot;&gt;Maurice Allen. The Durham officer had been selling on guns handed in to the police for safe disposal. He was convicted, but in an exclusive interview with Inside Out he revealed how the force's internal control of guns and licensing was a mess. At his trial the judge branded Durham's firearms procedures as &quot;extremely lax, if not chaotic&quot;&lt;/a&gt;.&lt;BR&gt;&lt;BR&gt;In our latest episode we speak to Paul and Suzie Thompson. He was an undercover detective with &lt;a href=&quot;http://www.northumbria.police.uk/&quot;&gt;Northumbria Police&lt;/a&gt; and she was a high powered exec on Teesside.&lt;BR&gt;&lt;BR&gt;He stupidly ended up using cocaine behind his wife's back. His bosses meanwhile thought he was linked to a drug dealing gang and launched a big anti-corruption investigation.&lt;BR&gt;&lt;BR&gt;When Suzie was arrested it all came out of the blue and she found herself accused of being part of this drugs ring.&lt;BR&gt;&lt;BR&gt;At court, the couple were cleared on the dealing charges. They'd always denied conspiracy to supply and when the evidence against them was revealed it left them wondering how on earth it could ever have led to a prosecution.&lt;BR&gt;&lt;BR&gt;The jury was told Paul Thompson had a conversation in which he said goods were to be delivered at the weekend as they had to be cut then. His wife had texted a friend saying they were celebrating with a &quot;snifter to get in the mood&quot;.&lt;BR&gt;&lt;BR&gt;However when the whole picture emerged at trial it was revealed his chat was in fact in a timber yard when he was buying wood, and Suzie was pouring a &quot;snifter&quot; of whiskey to celebrate the start of the festive season.&lt;BR&gt;&lt;BR&gt;Paul Thompson accepts his police career was always going to be over.  He admitted taking cocaine and he was convicted of possession.&lt;BR&gt;&lt;BR&gt;But for his blameless wife the fall out of the police investigation  was devastating. She lost her job because of all the adverse publicity.&lt;BR&gt;&lt;BR&gt;Possessing a &lt;a href=&quot;&lt;a href=&quot;http://news.bbc.co.uk/cbbcnews/hi/newsid_2120000/newsid_2120400/2120454.stm?&quot;&gt;class A drug&lt;/a&gt; would have been enough to root out a bad apple from their own ranks; However the internal investigations team were adamant they had a drugs mastermind on their hands, even though the evidence as revealed in court just didn't stack up.&lt;BR&gt;&lt;BR&gt;Northumbria Police told us: &quot;The public rightly expects the highest possible standards of all Northumbria Police officers and staff. Where we suspect those standards fall below the required level, we will take action.&lt;BR&gt;&lt;BR&gt;&quot;Paul Thompson was a serving officer convicted of possessing a class A drug and misconduct in a public office - this was entirely inappropriate behaviour for any employee of Northumbria Police.&lt;BR&gt;&lt;BR&gt;&quot;We carefully consider each investigation we undertake, to make a decision purely on cost would be wrong, we are obliged to investigate thoroughly if concerns are raised to us and will continue to do so&quot;.&lt;BR&gt;&lt;BR&gt;Northumbria Police confirmed that they'd had a complaint from Mrs Thompson which was investigated - but not upheld.&lt;BR&gt;&lt;BR&gt;No one can doubt the police are right to fight corruption within their own force but cases like these are bound to be high profile.
We shouldn't be surprised that no-one is perfect.&lt;BR&gt;&lt;BR&gt;Those that have done wrong should expect to be punished, but those holding them to account should be prepared for the truth, the whole truth and nothing but the truth to be revealed about all those involved.</description>

	<title>When it comes to care of the elderly are North East councils the meanest around?</title>

Just who can we rely on to give us that extra bit of care when we need it?&lt;BR&gt;&lt;BR&gt;When I visited a day centre for the elderly in Darlington for our Inside Out investigation into how budget cuts are affecting home care (&lt;a href=&quot;https://bbclatestnews.pages.dev/programmes/b01nd8y2&quot;&gt;BBC1 19:30hrs GMT, Monday 15 October 2012&lt;/a&gt;) it was clear today's pensioners felt they'd been paying their dues all their lives and they expect the local council to foot the bill.&lt;BR&gt;&lt;BR&gt;However with an ageing population and tighter budgets it seems something has to give.&lt;BR&gt;&lt;BR&gt;I've been told horror stories of vulnerable older people, some with Alzheimers, who are confronted with an ever-changing  succession of carers. Continuity is the least they could hope for when memory is a challenge.&lt;BR&gt;&lt;BR&gt;Others have carers who have four 15 minute visits to carry out, but without travel time being factored in it's a mathematical mission impossible.&lt;BR&gt;&lt;BR&gt;Councils often employ private companies to  carry out home visits for services like cleaning, bathing, and cooking meals for those who want to remain in their own homes, but who need a helping hand. Some of our local authorities are paying only just over £10 an hour - but that's not the carer's wage, it's the total amount a home care company has to recruit, train, pay and manage its staff, never mind the overheads such as carrying out criminal record checks.&lt;BR&gt;&lt;BR&gt; The UK Homecare Association which represents providers carried out &lt;a href=&quot;http://www.ukhca.co.uk/pdfs/UKHCACommissioningSurvey2012.pdf&quot;&gt;research that revealed that on average the North East paid less for home care than any other part of Britian (see page 26 of this report)&lt;/a&gt;.&lt;BR&gt;&lt;BR&gt;You can of course exercise your right to take control of the money the council would spend and find your own homecare, but how many people would be prepared to take that on at a time when they are starting to feel vulnerable?&lt;BR&gt;&lt;BR&gt;When I spoke to Health Minister Norman Lamb he was suggesting the way to ensure that care is up to standard is to have the home care equivalent of tripadvisor.&lt;BR&gt;&lt;BR&gt;People could add their own ratings to the public findings of the regulator, the &lt;a href=&quot;http://www.cqc.org.uk/search-criteria/care-your-home#careinyourhome&quot;&gt;Care Quality Commission&lt;/a&gt;.&lt;BR&gt;&lt;BR&gt;Could there be other alternatives though? So far Cumbria has been the only area to come up with a credible bid, but even so it has concerns.&lt;BR&gt;&lt;BR&gt; Allerdale, Copeland and the County Council were all due to make a decision this week on whether to press ahead, but at the last minute they and the government agreed to postpone the decision while they thrash out the detail.&lt;BR&gt;&lt;BR&gt;Questions that need answering include:
&lt;ul&gt;
	&lt;li&gt;Can the councils get a legally binding clause so they could pull out at any stage in the future?&lt;/li&gt;&lt;li&gt;Just what benefits can the county expect in return for saying yes?&lt;/li&gt;

Engineers are having to plan for all eventualities, including another ice age.&lt;BR&gt;&lt;BR&gt;Interestingly the Finnish store is close to &lt;a href=&quot;http://www.worldheritagesite.org/sites/oldrauma.html&quot;&gt;Rauma - a world heritage site&lt;/a&gt;, so it appears the Nordic approach is that you can have the nuclear and tourist industries cheek by jowel.&lt;BR&gt;&lt;BR&gt;That is something those in Cumbria's tourist industry are having to contemplate - could the Lake District be compromised if the county gets a reputation as Britain's nuclear dumping ground?&lt;BR&gt;&lt;BR&gt;The three councils in Cumbria will now wait until January to make up their mind whether to give the project the green light.&lt;BR&gt;&lt;BR&gt;&lt;div class=&quot;imgCaptionRight&quot; style=&quot;float: right; &quot;&gt;

Local companies already supplying Sellafield see the project as vital to their long term prospects. With a £20 billion price tag the inward investment is certainly tempting. &lt;BR&gt;&lt;BR&gt;Safety will be at the forefront of the concerns and the councils also want extra cash to promote Cumbria to offset any adverse publicity a nuclear waste store might bring to one of our most beautiful counties.&lt;BR&gt;&lt;BR&gt;Faced with making a choice that will have an impact lasting thousands of generations there's no doubt that this is one the county will want to get right.

	<title>Inside Out is coming back to your screens next month</title>

The closer they get the more stick that needs to be deployed.&lt;/P&gt;&lt;P&gt;Inside Out returns for its new run at 19:30 GMT on Monday 15 October 2012, although we will be on the airwaves with a prequel the week before. In a special edition of the programme we'll be looking at a story that will have a big impact on Cumbria. I'll reveal more nearer the time.&lt;/P&gt;&lt;P&gt;It's a bit of a shock to the system to realise that Inside Out has now been going 10 years. That's quite a landmark for any TV programme.&lt;/P&gt;&lt;P&gt;As you may know each &lt;a href=&quot;https://bbclatestnews.pages.dev/england/about.shtml&quot;&gt;English Region&lt;/a&gt; has its own edition of the programme, so if you tot up the number of films made for and by each part of the country that's quite a back catalogue.&lt;/P&gt;&lt;P&gt;Presenters come and go - although here in the North East &amp; Cumbria, less so. 	<title>Plumbing the depths for Inside Out</title>

However don't expect me to come back with lots of tourist snaps of pretty landscapes because my mission is to go underground.&lt;BR&gt;&lt;BR&gt;In fact quite a way underground - some 420 metres below the surface of the earth. It's not quite a hush hush mission, but I can't say too much about it at the moment. Obviously you'll see the end result on Inside Out when we return to your screens in the Autumn.&lt;BR&gt;&lt;BR&gt;What I can tell you,  is the Finns have been burrowing away at it for eight years or so and they won't be finished for another eight. What they are constructing is something Britain has been struggling with for decades and every single one of our citizens has a vested interest in it.&lt;BR&gt;&lt;BR&gt;The joy of being a journalist is that your profession grants you an &quot;access all areas&quot; pass to life. You meet people from all sorts of backgrounds and get to go to places often off-limits to the general public.&lt;BR&gt;&lt;BR&gt;And so it is that I'm going down a deep hole. Not that's the deepest I've been to. For a different programe I was lucky enough to go down &lt;a href=&quot;http://en.wikipedia.org/wiki/Boulby_Mine&quot;&gt;Boulby potash mine&lt;/a&gt; in North Yorkshire. That is 1,400 metres below the surface, some three times deeper than the one on my current assignment.&lt;BR&gt;&lt;BR&gt;At Boulby you are told not to shave that day and you get handed a frozen bottle of water. All becomes clear as you spend what seems like an eternity in the cramped lift. On arrival the heat hits you as if you've stepped off a holiday flight to North Africa.&lt;BR&gt;&lt;BR&gt;It's not long before the ice in the bottle starts to melt and you feel the sting of the minerals on your face. If you'd shaved it would be like salt in a wound. Even then you have a six mile drive under the North Sea to the workface.&lt;BR&gt;&lt;BR&gt;If you think too hard about all the pressure of the rock above your head you'd get yourself into a panic.&lt;BR&gt;&lt;BR&gt;As I type this I'm starting to get nervous about the upcoming trip as the memories of Boulby come flooding back.
&lt;BR&gt;&lt;BR&gt;However I've seen the plans for the Finnish site and it should be a much less daunting descent into the depths of the planet.&lt;BR&gt;&lt;BR&gt;So what's it all about? Well, as I say, I can't reveal too much, but suffice it to say that when all is said and done I and only a handful of others will ever have been down there before it is sealed up again for eternity.</description>

	<title>Digging the dirt even before Inside Out returns.</title>

We cover the entire stretch of the Wear from Killhope all the way down to Sunderland.&lt;br&gt;&lt;br&gt;In fact Helen's schedule was even more hectic than mine and the only time we could all get together was by working over the whole Easter break&lt;br&gt;&lt;br&gt;I bought the crew an egg each which we devoured in solitary mode in our hotel rooms during the bank holiday shoot.&lt;br&gt;&lt;br&gt;As I write, we haven't got a transmission date, but it should be later this Summer. We thought it would be fun to not only row along the river in Durham and cross over &lt;a href=&quot;http://www.durhamdales.co.uk/article.php?id=8345&quot;&gt;the stepping stones in Stanhope&lt;/a&gt;, but to zip up and down Weardale in an electric car. It proved quite a challenge as there are no charging points beyond Bishop Auckland.&lt;br&gt;&lt;br&gt;More on that in a future blog.&lt;br&gt;&lt;br&gt;We are putting the finishing touches to the documentary this week and then I am going to be away from the office for a couple of months. They told us the lack of dignity and proper care afforded to their relatives was much more widespread than even we had reported.&lt;/P&gt;&lt;P&gt;In our last series we turned our attention to care of the elderly in one of our local hospitals and the same thing happened. As soon as our report hit the airwaves we received another rush of emails and letters raising yet more instances of poor care.&lt;/P&gt;&lt;P&gt;Now &lt;a href=&quot;http://www.which.co.uk/news/2012/03/which-exposes-failings-in-home-care-system-281517/&quot;&gt;this latest report based on diaries kept by the elderly themselves&lt;/a&gt; shows there are similar common problems in the care provided to those still living in their own homes. Meals and drinks placed out of reach, people ending up soiling themselves, rushed or inadequate care. The same issues are cropping up in this sector too.&lt;/P&gt;&lt;P&gt;If it's been happening in care homes, in hospitals and even in people's own homes, it can't just be down to a few rogue nursing staff or health visitors. There has got to be something seriously wrong in how we as a society view the elderly.&lt;/P&gt;&lt;P&gt;&lt;a href=&quot;http://www.nhsconfed.org/Documents/dignity.pdf&quot;&gt;A recent consultation document offered a way forward&lt;/a&gt;, although some of its recommendations bordered on blatant common sense.&lt;/P&gt;&lt;P&gt;We all have a vested interest in sorting this out. Those of us that make it to a ripe old age will be using these services. We will be the customers of the future so no wonder the Consumers' Association decided to investigate.&lt;/P&gt;&lt;P&gt;I recently received an email questioning whether our reporting of the problems in care of the elderly reflected the real scale of the problem. Today's Which? report would tend to suggest, if anything, we didn't cast our net wide enough.&lt;/P&gt;</description>

	<title>Being held to account means answering questions in person</title>

The judge made stinging criticisms of the failures within Southern Cross, but the case also cast light on how &quot;the system&quot; didn't  spot them.&lt;/P&gt;&lt;P&gt;We approached, &lt;a href=&quot;http://www.southtyneside.info/article/167/Home&quot;&gt;South Tyneside Council&lt;/a&gt;'s social services department, &lt;a href=&quot;http://www.sthct.nhs.uk/contact-us&quot;&gt;the local NHS Trust&lt;/a&gt;, the &lt;a href=&quot;http://www.cqc.org.uk/&quot;&gt;Care Quality Commission&lt;/a&gt; (the new body that absorbed the original inspection body at the time of the incidents) and a former Southern Cross regional manager - all declined to be interviewed about this specific case.&lt;/P&gt;&lt;P&gt;They did issue statements, but on a major story of such public interest it is surprising that not one of them was willing to answer questions in person. An independent review is being carried out so we await the outcome with interest.&lt;/P&gt;&lt;P&gt;&lt;a href=&quot;http://www.nhsconfed.org/Documents/dignity.pdf&quot;&gt;With the care and dignity of the elderly in care such a hot topic&lt;/a&gt; I leave it to you to decide whether this anonymised  response is acceptable in the circumstances.&lt;/P&gt;&lt;P&gt;On a wider  view; I've been a journalist for more than 25 years and have seen huge changes in how services for the public good are run.&lt;/P&gt;&lt;P&gt;As a thrusting trainee reporter I was used to ringing the local water or &lt;a href=&quot;http://en.wikipedia.org/wiki/Public_Electricity_Suppliers&quot;&gt;electricity board&lt;/a&gt;, &lt;a href=&quot;http://en.wikipedia.org/wiki/British_Railways&quot;&gt;British Rail&lt;/a&gt;, health authority or council to set up an interview. Even though I was a young trainee, those who took my call responded as dutiful public servants with an innate sense of obligation that they should be held accountable.&lt;/P&gt;&lt;P&gt;Back then no one really knew what a spin doctor was, nor was there even a hint that public information was there to be spun.&lt;/P&gt;&lt;P&gt;&lt;a href=&quot;http://www.alastaircampbell.org/&quot;&gt;Alastair Campbell&lt;/a&gt; and Pete&lt;a href=&quot;http://www.independent.co.uk/news/people/profiles/how-to-be-peter-mandelson-1794679.html&quot;&gt;r Mandelson&lt;/a&gt; notoriously turned it into an art form - some say the dark arts. The profession was deferential to those in authority in the most cringeworthy manner.&lt;/P&gt;&lt;P&gt;Apocryphal or not it brings to mind an interviewer timidly asking &quot;would the minister care to share his thoughts with a grateful nation&quot; or some such nonsense rather than asking anything challenging with a view to unearthing the truth.&lt;/P&gt;&lt;P&gt;None of us are naïve any more. Journalists and press officers alike understand the power and influence of today's media. Our job is to probe, I'll let you decide what the others' role is but a clue is to be found in my contacts book. Some people who used to be known as press officers now bear the title &quot;reputation manager&quot;.&lt;/P&gt;&lt;P&gt;&lt;blockquote&gt;'to call to account'.&lt;br&gt; Concise Oxford Dictionary definition: &quot;require an explanation from (a person)&quot;.&lt;/blockquote&gt;&lt;/P&gt;&lt;P&gt;Noticeable too is an apparent trend for public bodies to resist putting people up for interview to respond in person to criticism or complaint.&lt;/P&gt;&lt;P&gt;A statement, no matter how detailed, does not allow for such carefully worded responses to be further probed and tested face-to-face. If someone doesn't answer the question you can put it to them again, and the public can judge the integrity of the response.&lt;/P&gt;&lt;P&gt;Ironically some of the privatised services, such as water, electricity and trains seem in my personal experience to be quicker and more eager to put their Chief Exec or expert up for questioning when things go awry.&lt;/P&gt;&lt;P&gt;Perhaps the way to judge the state of public accountability these days is to spot how many times a real person is put before the cameras and microphones when it's good news and how many times when it's bad.&lt;/P&gt;&lt;P&gt;&lt;div class=&quot;imgCaptionCenter&quot; style=&quot;text-align: center; display: block; &quot;&gt;

	<title>Why the Olympic dream may be a nightmare for Cumbria</title>

Some countries based Olympic teams in the city and that was welcome.&lt;/P&gt;&lt;P&gt;Truth is it was hard to find any long term results in that community. The Ozzies certainly warmed to the games as it was a global showcase, but few tourists put Newcastle on their itinerary as a result.&lt;/P&gt;&lt;P&gt;Some companies in the North East &amp; Cumbria have won contracts on the 2012 gig, but it's hardly been shouted from the rooftops. With just a few months to go we don't yet seem to have caught the Olympic fever.&lt;/P&gt;&lt;P&gt;I wish the games every success, but I intend giving London a wide berth later this summer. The lure of a 2012 soccer match at &lt;a href=&quot;http://www.thesun.co.uk/sol/homepage/news/4153941/Toon-eral-for-St-James-Park.html&quot;&gt;the ground formerly known as St James' Park&lt;/a&gt; isn't enough to make me want to spectate in person.&lt;/P&gt;&lt;P&gt;I might pick up a great deal in Cumbria of course, and watch the games from the comfort of a hotel with glorious views of the lakes to boot.&lt;/P&gt;&lt;P&gt;What's your take on the Olympics?
